Both the Navigator and the Explorer are tandem strollers capable of bringing two children; a baby and a toddler, or a toddler and a toddler. The Navigator is designed as a double-seated stroller from the very base, while the Explorer’s seats are convertible. You can use the Explorer as a single-seated or double-seated stroller. Both of them come with five harness points and are foldable. In the folded form, the Explorer is smaller than the Navigator. However, the Navigator has the higher weight tolerance, up to 44 pounds.

Conclusion
phil&teds Explorer is just slightly more expensive than phil&teds Navigator. I would say, the extra money will worth it, as the Explorer gives more benefits. No wonder that the phil&teds Explorer is still people’s favorite for years.
